BYLAWS OF THE
TWELVE VISIONS PARTY® OF OREGON
A STATE PARTY ORGANIZED IN ACCORDANCE WITH THE BYLAWS OF THE TWELVE
VISIONS PARTY®

The Prime Law*
(The
Fundamental of Protection)
Preamble
*The purpose of
human life is to prosper and live happily.
*The function
of government is to provide the conditions that let individuals fulfill
that purpose.
*The Prime Law
guarantees those conditions by forbidding the use of initiatory force,
fraud, or coercion by any person or group against any individual,
property, or contract.
Article 1
No person,
group of persons, or government shall initiate force, threat of force,
or fraud against any individual’s self, property, or contract.
Article 2
Force is
morally-and-legally justified only for protection from those who
violate Article 1.
Article 3
No exceptions
shall exist for Articles 1 and 2.
*The
Prime Law® is the fundamental, natural law of protection (that
directs all decisions and actions of the Twelve Visions Party®) and is not open to amendment or change.
1. Name
The name of this association shall be the Twelve Visions Party® of
Oregon, hereinafter referred to as the “TVPOR,” and the
association shall be organized in accordance with the Bylaws of the
National Twelve Visions Party®. That organization shall hereinafter
be referred to as the “TVP”.
2. Duration
The duration of the TVPOR shall be until the purposes of the TVPOR are
achieved.
3. Purpose
The TVPOR has three purposes:
1. Support the National TVP by:
A. Placing the TVP candidates for President and Vice-President on the
ballot and campaigning on their behalf.
B. Placing TVP candidates for Senate and House of Representatives on
the ballot and campaigning on their behalf.
2. To depoliticize Oregon in three steps:
A. Elect a TVP Governor and Secretary of State. The TVP Governor shall
submit to the State Legislature the Protection-Only Budget (as
described in the TVP Platform), propose the Prime Law as an amendment
to the State Constitution, and call for the ratification of the Prime
Law Amendment to the U.S. Constitution (once it is passed by the U.S.
Congress). The TVP Governor shall also veto bills that violate the
Prime Law.
B. The Great Replacement: The election of a TVP Governor and Secretary
of State is followed by the election of TVP Senators and Assembly
Members to the State Legislature. With public support they shall pass
the Protection-Only Budget, pass the Prime Law Amendment to the State
Constitution, and ratify the Prime Law Amendment to the U. S.
Constitution. The TVPOR will campaign in support of the Public Question
concerning the Prime Law Amendment to the State Constitution.
C. The Great Displacement: The TVP Governor and Secretary of State and
the TVP members of the State Legislature shall oversee the dismantling
of the state bureaucracy and the disposition of its resources including
the great sale of state government assets to the private sector...state
government assets that do not serve the Prime Law of Protection.
Revenues from the great sale shall pay off any state debt and the
balance shall be returned to tax payers.
3. To integrate the county-level affiliates (as defined in Article 12
below) to organize support of the accomplishment of the second and
third purposes at the county and local levels.
4. The Pillars and The Platform
The Prime Law and the Protection-Only Budget (described in the National
Platform) are the two pillars upon which the Twelve Visions Party
stands. The timeless TVP Platform Make all the People Rich, Including
the Poor is the document, the phantom punch, that can defeat the deeply
flawed, powerful political structure in America today.
5. Membership
1. Membership is open to anyone who lives in the state of Oregon who
signs the TVP Contract. Thereafter, such a person shall become a
member, hereinafter referred to as “visionary”, upon
payment of dues (if any are required) to the TVPOR.
2. No visionary may spend or commit TVPOR funds except as authorized by
the State Board.
3. All TVPOR officers and State Board members, other TVPOR officials,
and candidates for office shall be TVPOR visionaries in good standing.
6. Meetings and Committees
Opening ceremonies: all meetings of the TVPOR will begin with a reading
of the Prime Law.
1. State Board
A. The State Board shall consist of the TVPOR Officers along with the
A-Team TVP Coordinators and County Chairs appointed by the County
Affiliates. All members of the State Board must submit a monthly
essence report at the State Board meeting.
B. The State Board shall meet at the call of the Chair or 25% of its
members at least twelve (12) times a year. At least ten (10) days
notice shall be given for each meeting, but lesser notice shall suffice
if a majority of the members agree.
C. The State Board has the authority to:
a. Set Dues,
b. Appoint Officers,
c. Remove Officers for cause by a 2/3 vote,
d. Remove visionaries for cause,
e. Select Candidates for National, State, and
Regional Office,
f. Suspend the nomination of Candidates for National, State, and
Regional Office,
g. Conduct the Business of the TVPOR,
h. Amend these Bylaws,
i. Plan and present the State Convention,
j. Deactivate the TVPOR as provided for in section
17.
D. Full authority shall be vested in the State Board.
2. State Convention
A. The State Convention is a special annual gathering of visionaries of
the TVPOR. At this meeting the State Board will announce the Officers
that will serve for the next year and the candidates for office
selected for that year. All other activities and presentations will be
planned by the State Board. It shall be held once a year, no earlier
than February 1 nor later than March 31, at the call of the State Board.
If required by changes in Oregon election law, the TVPOR State
Convention may be held up to five months early if summoned by the State
Board.
B. The State Convention will be open to all visionaries, the general
public, and the media.
3. The TVPOR Conference Call is a presentation of the Conference Call
Committee hosted by the Chair. The TVPOR Conference Call shall be
presented at least once a month. The purpose of the TVPOR Conference
Call is to provide information and direction to the visionaries
statewide.
7. Officers
1. The TVPOR officers shall consist of the Chair, Vice-Chair,
Secretary, and Treasurer. The Officers shall be appointed by majority
vote of the State Board. The term of office is until adjournment of the
next State Convention. Any visionary eighteen years of age or older who
meets the requirements listed in section 2 may be an Officer.
2. All Officers of the State Board must:
A. be a visionary in good standing,
B. be willing to serve,
C. demonstrate an understanding of the TVP, its
purposes and vision,
D. and demonstrate an understanding of the TVPOR and
its purposes.
3. The Chair shall preside over all TVPOR Meetings; be the general
spokesperson for the TVPOR; execute all resolutions of the State Board;
appoint the chairs of standing committees subject to the approval of
the State Board: and appoint or remove any Other Officials as listed in
section 7 of these bylaws subject to the approval of the State Board;
be one of the alternate signors of checks drawn on the TVPOR bank
accounts.
4. The Vice-Chair shall assume the duties of the Chair in that
person’s absence and generally assist the Chair; be one of the
alternate signors of checks drawn on the TVPOR bank account. If the
office of Chair becomes vacant the Vice-Chair becomes Chair until
adjournment of the next State Convention. At this point the office of
Vice-Chair becomes vacant and must be filled at the next State Board
Meeting.
5. The Secretary shall maintain, record, and report the minutes of all
meetings of the State Board; maintain the TVPOR member list; maintain
the email list; send email notices of State Board meetings; post all
meetings on the Neothink Society website; carry out other duties as
assigned by the Chair; and assume the duties of the Chair if both that
person and the Vice-Chair are unavailable.
6. The Treasurer shall maintain and make available proper financial
records and report them to all meetings; prepare and submit any
government or other financial or tax reports as required; be the
primary signor of checks drawn on the TVPOR bank accounts. All TVPOR
checks must be signed by two of the designated signors. The Treasurer
shall submit a monthly report to all meetings of the State Board for
the previous month consisting of prior balances of all TVPOR funds,
dues and contributions received, payments made, and current balances of
all TVPOR funds.

8. Other Officials
1. The Master-at-arms shall maintain order at all meetings and expel
any visionary or other person attending the meeting at the call of the
Chair or a majority of the visionaries at any meeting.
2. The Newsletter Editor shall edit and publish a
newsletter to be published at least quarterly. This may be an
email newsletter.
A. The newsletter shall publish no personal attacks on any visionary.
B. The contact information for all TVPOR officers shall be published 4
times a year.
3. The Website manager shall maintain the TVPOR website.
9. Candidates for National, State, and Regional Office
All candidates for National, State, and Regional
Office must:
1. be a visionary in good standing,
2. be willing to serve,
3. be eligible under the U.S. Constitution or State Constitution and
other applicable Federal and State laws.
4. demonstrate an understanding of the TVP, its purposes and vision,
5. and demonstrate an understanding of the TVPOR and its purposes.
10. Finance and accounting
1. The fiscal term of the TVPOR shall begin on
January 1 of each year.
2. The State Board shall cause an efficient double-entry system of
accounts to be installed and maintained. Financial statements of the
TVPOR shall be prepared in accordance with Generally Accepted
Accounting Principles (GAAP).
3. No disbursements exceeding $100 shall be made in
cash.
4. The TVPOR may directly and indirectly accept contributions and make
expenditures, as defined by section 27 of the Internal Revenue code.
5. Funds operated for the purpose of influencing the selection,
nomination, election, or appointment of Visionaries to public office of
the state or of an Oregon county, municipality or school district or to
aid or propose passage or defeat of public questions in any Oregon
election shall be called the TVPOR State Fund or State Fund.
6. Funds operated for the purpose of influencing the selection,
nomination, election, or appointment of Visionaries to federal office
or as electors for President and Vice-President shall be called the
TVPOR Federal Fund or Federal Fund.
g. Funds operated to indirectly support the activities of the State and
Federal Funds shall be called the General Fund.
7. The General Fund, the Federal Fund, and the State Fund shall be
maintained separately.
11. Affiliations
1. The TVPOR is affiliated with the Twelve Visions Party® as a
State Affiliate.
2. The TVPOR shall be affiliated with the County Affiliates within
Oregon as defined in section 11.
3. The TVPOR shall coordinate with the A-teams through the A-team TVP
Coordinators
12. County Affiliates
1. The State Board shall charter County Affiliates from any qualifying
organizations requesting such status in each of the thirty six Counties
of the State. An organization that wishes to become a County Affiliate
shall present a Declaration of Intent to represent the TVP in their
County. County Affiliate status shall be granted only to those
organizations that adopt the Prime Law and file a copy of their
Constitution and/or Bylaws with the State Board for review. The State
Board shall not grant County Affiliate status until the County
Affiliate’s Bylaws are in line with a Post Prime Law Structure
wherever possible as seen in the National TVP Bylaws and must meet the
other requirements set forth in the National TVP Bylaws for State
Affiliates.
2. The State Board may revoke the County Affiliate status of any County
Affiliate for cause by a two-thirds vote, provided that prior notice of
the intent to revoke County Affiliate status is included in the call of
the meeting.
3. County Affiliates are authorized and encouraged to engage in any
type of activity and hold any types of functions that foster the tenets
of the TVP. Specifically, a County Affiliate:
A. shall be authorized to use the name “Twelve Visions
Party®” within its geographic area;
B. may issue and publicize official positions and statements of the TVP
as they relate to issues and concerns within its geographic area;
C. may select candidates for
public office for political districts which lie within its geographic
area;
D. may submit to the State Board nominees for regional, state, and
federal office for districts in which the County is located.
13. Implementation
1. The State Board shall have authority to adopt rules to implement
these Bylaws.
2. Except as otherwise provided in these Bylaws, the current edition of
Webster’s New World Roberts Rules of Order Simplified and Applied
shall govern all TVPOR meetings.
14. Quorum
Unless otherwise specified, a majority of the members of any TVPOR
committee or Board constitutes a quorum for that committee or Board.
15. Vote
Unless otherwise specified, the number of votes
required (such as two-thirds, majority, etc.) to carry a motion is
determined by those voting with abstentions not counted.
16. Amendments
1. These Bylaws may be amended by a two-thirds vote
of the State Board.
2. Written notice of the proposed amendments to
these Bylaws shall include the proposed text deletions, insertions, and
additions.
17. Deactivation
The TVPOR may be deactivated by a two thirds vote of a State Board
Meeting called for that purpose.
18. Adoption
These Bylaws shall take effect immediately upon approval by a
two-thirds vote of a majority of the visionaries of the TVPOR at a
meeting called for that purpose and shall replace any previous Bylaws.
